According to the Club Penguin whiteboard leak, Club Penguin will be having a blackout soon and that might be the time when Herbert come to the island. Take a look at part of the whiteoard leak:
The blackout will be lasting for 2 weeks. And the whole island will be totally black. But at least you will see something.
